
The Controller and Accountant-General’s Department as part of efforts to get rid of ghost names in the Government of Ghana’s payroll, has insisted on the need for all government employees to obtain a Ghana Card.
Starting December 1, 2021, government workers without Ghana Cards will not be paid their salaries. There have been some push backs from a section of government workers and unions since the department issued the directive on Tuesday, October 12, 2021. Some went to the extent of asking the Controller and Accountant-General to reconsider this directive and withdraw it or extend the deadline.
The Department reiterated that it cannot withdraw this directive but rather urged the various public institutions and unions to educate and urge their members to acquire the cards before the deadline.
The Ministry of Communication has already indicated that the laws specify the Ghana Card as the sole form of identification verification in the country. The Department believes that as it continues the synchronization of its financial remuneration process, the card will ensure a speedy administration. It will also help the Department get rid of ghost names in the Government of Ghana’s payroll.

Portions of the notice read, “By this notice, all existing and prospective Government workers are to ensure they are registered with the NIA and have obtained their Identity numbers.
Please note that effective December 1, 2022, workers on the Government of Ghana payroll who have not registered with the NIA will not be paid”.
